Leatherworkers with Vanilla skill can craft it. If you don't mind spending the gold, simply buy the cloak from the auction house, head to Zaralek Caverns, pick up the chest, and voila! You have your toy.
Alternative Way: Crafting the Cloak
If you'd rather save your gold, prepare to dust off your older characters with Leatherworking and Tailoring skills. Crafting the Onyxia Scale Cloak requires at least 300 Leatherworking skill and around 290 Tailoring skill to create the Cinder Cloth Cloak. Combine the Cinder Cloth Cloak with Onyxia's scale to make the Onyxia Scale Cloak.
Remember, these reagents aren't Bind on Pickup. You can use separate characters with Tailoring and Leatherworking skills—you don't need both skills on one character. However, this method requires a high skill level from Vanilla times, which can be expensive to achieve if you don't already have it maxed out from Classic.
